Not all scenarios for the Third World War has begun with the use of nuclear weapons. "Operation Dropshot," a declassified U.S. plan since 1947, took a long conventional war between NATO and the Union of Soviet Socialist Republics (USSR) before any side employ nuclear weapons. The basic scenario planning assumed that NATO would have a Soviet attack on West Germany, where only employ tactical nuclear weapons if NATO forces were losing. In most war games, NATO forces had many difficulties to defend West Germany, and were the first to use nuclear weapons.
